Figure 3.1 explains the growth of the VAP-VEP discrepancy. In short, the number of non-citizens living in the United States has increased each year since 1980. Similarly, the number of individuals who have lost the right to vote trends upwards over the three and a half decades in the dataset. In 2014, voters ineligible due to citizenship and past felony accounted for 9.68% of the national VAP.
(Please note that this graphic uses a dual axis table, which can be misleading. The total number of non-citizens residing in the US is much greater than the disenfranchised voters as noted in the graph's margins.)
